The voltmeter on my 89 Ranger has issues, where it sometimes reads low, and in any case it doesn't even purport to give an actual voltage in its gauge. So I wanted a device that I could check to see how my battery and charging system were doing.
This device does seem a little flimsy, but what can you expect for $10 shipped? Other than that it seems to work as advertised. Some have mentioned that it isn't that accurate, but it does give the same reading while running that my friend's Fluke multimeter gave. Unfortunately that number can vary a bit, and I didn't have this device when I had my friend's device. In any case it shows 12.0 or slightly higher when not running, and about 14.0 or slightly lower when running, which for my purposes is good enough. If it shows 12.2 when it's really 12, I don't care.
I would note that it seems to update about every 1-2 seconds, so no you can't determine voltage while starting unless your vehicle takes a long time to start (and doesn't cut power to the outlet you're using).
Finally, as to the flimsy comments, I don't really envision this device being something that you would use constantly. I'll use it for a week or two just to get different operating conditions (and factory gauge malfunctions) covered, and then put it away for future use.

I got this to check the voltage on my airplane in flight. However the cigarette lighter is located in a place where the instrument fouls the passenger steering yoke. Tried rotating the head of the instrument to clear. When doing that one can't read the output values. Probably a good tool for automotive use or in positions where user can read it when needed.

Works great out of the box. The indicator lights are a little confusing, but the digital read-out is spot on.
